The evaluation process
The evaluation process for Vidi e-novation took a period of over a month, ten experts from various Croatian and international institutions and companies participated in it
Vidi e-novation 2006 applications opened on 15th October 2006, and lasted only 14 days in the first year - to 1st November 2006. More than 50 applicants entered their projects, and if you take into account a relatively complex application form, the fact that world-level innovations are called for along with the short application-period, this is indeed an impressive number.
PRE-EVALUATION PROCESS
With the final application date conclusively, the pre-evaluation committee initiated the pre-evaluation process. In this competition phase, they eliminated the projects that did not meet the competition propositions (projects breaching other authorsŐ copyrights, innovations which are not ICT, products for the Croatian market only, seeking no global market breakthrough etc.)
EVALUATION PROCESS
The evaluation process lasted from November 14 to December 5, implemented by the evaluation committee consisting of ten experts from various Croatian and foreign institutions and companies. The evaluation committee ranked the projects, which passed the pre-evaluation procedure, but they also had insight into overall projects that entered the competition, with the authority to include certain project they might consider unfairly eliminated from the competition in the pre-evaluation process.
The evaluation committee rated and estimated projects in accordance with the parameters as described in pages 34 and 35 of this catalogue. If committee member had estimated there was a conflict of interest between a certain member and the applicant (cooperation with the applicant, the applicant directly or indirectly competes with the committee member), the committee member in question did not participate in rating that innovation.
Due to high quantity of projects and their top-quality, the evaluation committee decided to separate the applications by the applicant size - into individuals, small enterprises, medium enterprises, large companies and non-profit organizations with the academic institutions, with the aim to make action recognized.
The category of large companies had a low number of companies, the evaluation committee decided not to assign the first and second prize for that category (because of the lack of competition), assigning special recognitions instead.
For the same reason, special recognitions were awarded in the category of Non-profit organizations, associations and academic institutions as well.
